Religious leaders want police to stop citing homeless (San Francisco)
San Francisco Examiner ^ | Thursday, December 1, 2005 10:36 PM PST | Justin Jouvenal

Saying the number of homeless people being cited for camping has nearly tripled under Mayor Gavin Newsom, a group of religious leaders called on The City to suspend such “quality of life” citations Thursday.

Religious Witness with Homeless People said quality of life citations, which also include public drinking, urination and trespassing, criminalize people for not being able to afford housing and cost The City at least $342,000 a year to issue.

The group delivered an ordinance to Newsom’s office on Thursday in the hopes that he would introduce it before the Board of Supervisors. The ordinance would bar city officials from issuing quality of life citations until adequate housing and critical services are available to the homeless.

Trent Rhorer, executive director of the Department of Human Services, said the Newsom administration has made housing homeless people a top priority.

“We’ve placed well over 1,500 people in permanent supportive housing,” Rhorer said. “It would be nice to compare how many permanent housing units came online during the Brown and Newsom administrations. You would probably see a quadrupling.”

He said The City averages about 100 vacant beds in its shelters every night, so there is no reason people should be camping in The City. In addition, Rhorer said The City has an obligation to break up encampments since they can be a public health hazard. Rhorer said public defecation, rodent infestations and needles often accompany camping sites.

They must be writing them on $20 bills.

Religious Witness with Homeless People needs to house the bums in their churches and quit asking the taxpayers to bear the burden.

I was listening to a San Fran radio station the other day doing their annual Christmas season piece on the homeless. The bum they interviewed has been "homeless" for 24 years. Seems to me that should be enough time for anybody to get their life turned around and to become a contributing member of society. If he's actually disabled somehow, there are scores of programs to help him. It's pretty hard to work up much sympathy for such people.

I'd wager not a lot of those religious folk actually reside in the city limits.

That's the usual nickname in the SF Bay Area. Also makes sure that we locals don't confuse it with the nearby "cities" (lower case [no cat]) of Oakland and San Jose.

What is "PERMANENT supportive housing"?

It means that the taxpayers will come up with the money to pay for the house and also provide "supportive" care (like hookers, for instance).

Where do all these freaky groups come from and who funds them, anyway?

Religious Witness with Homeless People said quality of life citations, which also include public drinking, urination and trespassing, criminalize people for not being able to afford housing and cost The City at least $342,000 a year to issue.

Good grief! The city should hand those bums some kitty litter, a pooper scooper and send them on their way to the All Drinks Are On the House Bar and Grill.

Tell all the homeless to go to Religious Witness front doorstep, and use it for their Toilet! wait about a week and ask them if they still dont want citations.????

Thanks! It was the capital T that threw me off ... we used to refer to Oklahoma City as "the City," but never The City :-).

What is true is that San Francisco has become a magnet for these bums. That is partly because both the city and the state governments are controlled by far left nutcakes who think that communism will work "if its done right". That includes passing into law a host of goodies and giveaways that only encourage these rats to migrate to San Francisco. Just prior to the Care Not Cash initiative, some of these people were given up to $100/week cash courtesy of the beleaguered taxpayer. What do you suppose most of the bums did with that money?

You are actually claiming that San Francisco is not full of aggressive professional homeless creeps? Wow!

I must have visited some OTHER city named "San Francisco." I better sue Expedia. Someone I know was brutally assaulted by one of these vermin... in that other city named "San Francisco."

LOL! They had better prepare to house 100% of all of the bums in the entire world, because they will all be coming to SF for that free "adequate housing."

What do you suppose most of the bums did with that money?

"I want permanent supportive housing" I also want a view of the bay. Could it also have amenities such as Bingo on Thurday and no liver and onions in the soup kitchen?
