It does not seem to me that we spent 15 months and trips to the UN and votes in Congress to authorize Clinton's miitary actions. The way I remember it was wasking up in the morning and hearing we were bombing someplace we hadn't even heard of. I guess that might be why Congress now sems to have amneisa regarding its constitutional duty to declare war. That would be due to the dictatorship of the horny toad, Clinton.
