The real question is "paid subscriptions" NOT so called "circulation" that allows them to count papers that they drop as hotels for free giveaway.

When ever I stay at a motel or hotel, I ask that I not be billed for a USA Today. You might assume this rag is free but its not.

Those papers are not free. The hotels have to pay for them. No newspaper can be counted in the numbers unless they are paid for. The hotels have to pay for them.
