but what is "do harm" ...and its a silly law becuase how does one dertermine if a march will be harmful..I mean what if a bunch of whites violently protested the million man march 10 years ago causing harm...could the judge then deny the permit for todays March for the 10 year anniversity becuase it may "cause harm"
2 outside forces coming into a city not their own and causing trouble seems to fit.
And it's not a law, it's a Supreme Court ruling.
