No one is talking about it because it isn't going to happen. The US has too much reliance on the Internet for internal business use to allow any level of control to be turned over to the UN. Some nations are just looking for another reason to bash the US when we don't release the Internet to the UN. We offered them Al Gore but they just laughed.

Bingo! #12 has it. The EU, China, and Brazil can run their own parallel or alternative root network and have all the UN tax and regulation they want. Let the world decide which transport they want to do business on. There's' or the free one managed through the full faith and credit of the people of the United States. Competition is good. More action, less talk.
