I wondered about that, too, but what I found when I checked into it was that Wilson just missed Clark by a few weeks. Wilson worked under Clark's predecessor, George Joulwan. He left that job to go to NSC in June 1997; Clark arrived to replace Joulwan on July 10, 1997. So he wasn't directly involved with Clark, but I still wonder if that tells us anything about the political climate he worked under.
