The Gulf War never ended. We stopped, they didn't. There was a cease-fire, but only we kept our side of the bargain. All through the Klintoon era, they continued hostilities, with Saddam and AQ joining forces. Dubya simply resumed our response in 2003, something Klintoon should have done but avoided like the plague. It needs to be finished, no matter what it takes, or how long.
