"Blam, I did a google for "human evolution science running" and came up with quite a bit of interesting information about my theory that long distance running was a key if not THE key in the evolution of humans from other primates preceding and leading towards brain enlargement and technology. Take a look if you get a chance."

Don't need to. It's a known fact that humans have the most endurance of any of the other land animals.

If a human can stay on the track of a prey long enough, the prey will collapse of exhaustion before the human.

I believe it. It's just rare to find an article or book on human evolution which points that out or acknowledges how important that step was in our development history.

I wonder how it was determined to have been made by Cro-Magnon Man?

Most likely the date. Cro-Magnon Man is the common old school term for the modern humans (who were already in Europe decades earlier) after they started making advanced trinkets out of materials that indicate long distance trade.

What if the human IS the prey - say bear vs you?

I'll bet on the bear, unless you carry a 12ga.

"What if the human IS the prey - say bear vs you? "

The bear would 'get-you' in the first quick dash.
If you could stay away from him long enough...you could wear him down too.

Bears are pretty cunning though.

As shuckmaster already said above, the estimated date is the reason for attributing it to Neandertal. Neandertal used fabric I think, and passed down genes in any case. The problem of course is that the fossils which are Neandertal are so old, something like a necklace could have been misattributed, overlooked, or left behind beneath the dig.
