Grand juries are a prosecution tool. In every jurisdiction in America, they are convened by prosecutors and hear evidence brought by the D.A to determine whether to bring an indictment. Usually its pretty pro-forma since the jurors are known to the D.A and he can expect them to do what he wants.

Thanks for the info....I wonder what percent of cases are thrown out by the Grand Jury on an average....any idea?
