Oddly enough, during parts of the Clinton administration. See: Gatekeeper, Hold the Line, etc.

Sure, it's called a work visa. When you want to come to this country to work, you apply for one. If you're accepted, you get to come live here legally.
What I don't support is any form of amnesty. That means that if you're here illegally now, you have no standing to apply for legal status of any kind whatsoever. Those who are here illegally now should hurry back home. I would support a lifetime immigration ban for any non-citizen who fails to enter this country through the proper channels.

I DO favor a guest worker program, but only after the 15M ILLEGAL aliens here have all been deported, the borders are secure, and the Congress/President deomonstrate they are willing to enforce immigration laws.
In other words, likely NEVER!
Legal immigration - YES!
ILLEGAL immigration - NO!!
