This story smells. The Americans with Disabilities Act forbids discrimination because a person has a service dog. Service dogs are allowed, by law, to go anywhere the person goes.
Not only that, I'd be surprised if the Service Organization that provided this man's dog (he DID get it from a qualified service organization, didn't he?) has a contract that doesn't allow him to sell or give the animal away.

I dont think it matters one 1 iota whether it was a true service dog or not. This was their family dog, they have lost enough and in desperation had to find somewhere for their beloved pet. To be so cruel as Nevill, is sickening.

You're absolutely right. My son had a service dog, and we did not own him. The service organization, CCI, owns the dog. When the dog reaches the age of 10, he has to be retired. At that time, you fill out paperwork transferring ownership of the dog to you from CCI.
Not all service dogs are gotten through an organization. Legally you don't have to.
I trained an autism assistance dog for my 3 yo because we couldn't afford $15,000 to get one already trained. She is having health problems now and I am training a replacement so she can retire.
