Your question is too general. They have many different purposes, depending on the situation. Its in their toolkit, like torture and mass murder. Sort of like saying, why do Republicans launch ad campaigns? Could be many reasons.
I suggest you look up some things Solshenitsyn's written on this. He was one of the first to point out that Marxists use criminals to keep the general populace under control.
