GHWB is a wuss, just like he was when he was President. He doesn't have anywhere near the stones (or even the brains)of W. He never did and he never will. JMO, but this kind of statement is par for the course for GHWB.

If it's a "tradition" to show respect (as you say) for someone some sociopath like Clinton, it's a rather odd form of "respect" that we've adopted.
It isn't a tradition in this country (so far as I know) to show respect for people who've financed their campaigns with communist Chinese cash, overseen the pilfering of our nuclear laboratories, and evidently preserved a terrorist network that killed 3,000 Americans.
Bush and Billy Boy obviously know things that keep them cozy. The rest of us don't have that insipid luxury.

Why shouldn't it be okay for an ex-president to criticize something he thinks deserves criticizing? I don't see any rational reason for it other than stupid old boy clubbism.

I think so too, GHWB for all his faults is a man of class.
That said I really wish he'd rip into Clinton just once. Even Barbara (HW's wife not his granddaughter) is harder on him!
Or, perhaps they really are in cahoots...
