My thought is that the lesson of the Hurricane Katrina debacle is that the stupidity of large numbers of people will obstruct the best planned emergency procedures. In Katrina it was the failure of the City of New Orleans to even make an effort to get approximately 80,000 people out of the city. Then it was people crawling into their attics, others looting and rampaging, etc. The New Orleans situation was not the best example of planning, and it was surely the worst example of execution.
Rather than expect that there is some lesson to be drawn which will allow an H5N1 breakout to be handled well - I'd suggest that Katrina's aftermath provides the lesson that one should buy a handgun and some ammunition and learn how to use them, stockpile some emergency supplies and also coordinate a plan for family to meet at some pre-arranged location should communications be broken.

Within the next few decades or even a hundred years, there will be YET ANOTHER worldwide flu pandemic just like all the ones that have come in the past, from time to time.
There will be tens of millions of people killed and there is nothing that we can do about it except stay secluded and don't see anybody who's infected until it passes.
But people will still complain that the government failed to do its job to keep everybody safe.
