Every nation in the history of the world that was more advanced than a Stone Age society has recognized the necessity of having the soveriegn state oversee the orderly construction, maintenance, and operation of public thoroughfares.
If you don't want the state licensing drivers, then the state shouldn't be in the business of building the damn roads in the first place.
