The article is specific in describing that they found manuals and pamphlets on HOW TO MIX CHEMICALS.
Do you think the Washington ComPOST would allude to the possibility that these were hidden WMD? I doubt it.

It sounds like the chemicals in this building qualify as low-level chemical weapons, but are not WMD because they lack the extremely high lethality of WMD (such as nerve gas).
