CENTCOM: On 04 September 2005, a participant in a jihadist or extremist website, posts a statement by Abu-Mus'ab al-Zarqawi's al-Qa'ida Organization in the Land of the Two Rivers [Tanzim al-Qa'ida fi Bilad al-Rafidayn] in which the group congratulates Muslims "on what befell the worshippers of the cross." This latest press release congratulates the nation of Islam for the success of Hurricane Katrina as proof of Allah’s wrath upon the Unbelievers and ends in a Muslim call to arms and a prayer for Allah to further punish the infidels.

Following is a translation of the statement:
"Congratulations to the nation of Islam on what befell the worshippers of the cross.
In the name of God, the Merciful and Compassionate.
Praise God who made a cause for everything and destroyed the unjust and killed them easily; God's peace and prayers be upon Prophet Muhammad, who raised the banner of [Islam] through the sword and conveyed the message of Islam through Jihad, and upon his household and followers--the people of knowledge and understanding:
God Almighty says: "But the Unbelievers,- never will disaster cease to seize them for their (ill) deeds, or to settle close to their homes, until the promise of God come to pass, for, verily, God will not fail in His promise." [Koranic verses]
We congratulate the nation of Islam and its Shaykh mujahid Usama [Bin Ladin], Abu-Abdallah, our leader Mulla Mohammed Omar, and Shaykh Ayman al-Zawahiri. We also congratulate the people of Al-Fallujah, Al-Qa'im, Hadithah, Al-Karabilah, and our people in Palestine . We congratulate the nation of Islam and bring it the glad tidings of the destruction of the head of infidelity, America . The initial signs of collapse have become evident in America . Everyday, disasters befall the United States or take place near it. "Now such were their houses, - in utter ruin, - because they practiced wrong-doing. Verily in this is a sign for people of knowledge;" [Koranic verses] "We did them no wrong, but they were used to doing wrong to themselves." [Koranic verses]
Only recently, America was striking, killing, and starving any person whom it wants. Today, it is begging for oil and food. God has struck America , and the prayers of wronged people have been answered. "And We caused the earth to gush forth with springs, so the waters met (and rose) to the extent decreed" [Koranic verse]
Pray earnestly to God, O nation of the beloved Muhammad, God's peace and blessings be upon him. The harbingers of victory have appeared on the horizon and the wrath of the Omnipotent has struck the wrongdoers. Thousands of them have been killed and their losses have totaled billions [of dollars]. Pray earnestly for the victory of your religion at the hands of the mujahidin or at the hands of God. "But we can expect for you either that God will send his punishment from Himself, or by our hands. So wait (expectant); we too will wait with you" [Koranic verses]
If the Muslims living on earth fail to defend their religion, God is lying in wait for the wrongdoers. And this is a call for the tyrants of the Arabs: The raids of the Almighty and the Avenger are hitting the wrongdoers in the form of earthquakes, floods and hurricanes, while the soldiers of God from the mujahidin are killing God's enemies everywhere, with the help of other forces. "And none can know the forces of thy Lord, except He and this is no other than a warning to mankind." [Koranic verses] Say: "O my people! Do whatever ye can: I will do (my part): soon will ye know who it is whose end will be (best) in the Hereafter: certain it is that the wrong-doers will not prosper." [Koranic verses}
O God, strike the head of infidelity, America; O God, punish them at our hands and send Your punishment down on them; O God, send down on them floods and earthquakes; O God, free our prisoners and our sisters in the prisons of the Crusaders and their stooges; O God, grant victory to the mujahidin everywhere; O God, watch over the leaders of jihad and the mujahidin Abu-Abdallah Usama [Bin Ladin], Mulla Mohammed Omar, and Shaykh Ayman al-Zawahiri; O God, defeat any person who plots against them and make this person kill himself with his own hands.
O God, revealer of the Book, mover of the clouds, defeater of the assembly of infidels, defeat them and grant us victory over them; O God, revealer of the Book, mover of the clouds, defeater of the assembly of infidels, defeat them and grant us victory over them; O God, revealer of the Book, mover of the clouds, defeater of the assembly of infidels, defeat them and grant us victory over them.
In the end, "These are some of the stories of communities which We relate unto thee: of them some are standing, and some have been mown down (by the sickle of time). Such is the chastisement of thy Lord when He chastises communities in the midst of their wrong: grievous, indeed, and severe is His chastisement" [Koranic verses]
