It's already been stated, they didn't WANT the Red Cross et. al. at the Dome with food, water and supplies because they didn;t want to encourage them to stay there or to attack others. In the law, you'd call that neglegent homicide!
It looks to me like Juan was watching TV when Geraldo was wailing for water at the convention center, but he missed all of Major Garrett's reports on the Red Cross all week.
