It is not true as it relates to Juan repeating the talking points that have been provided for him.He knows exactly what he is saying at that point trying to frame FEMA as a autonomous agency that has an army of personal and equipment that can take control over any situation at its own discretion.The libs need people to believe this in spite of law so that they will buy int the story that President Bush is responsible for the horrendous actions of the mayor and governor.
