Well, news flash Powell. I have seen film after film of many, many cars setting in flood water. They BELONGED to someone. And more than POOR BLACKS were affected so get off the soapbox and come back down to earth. I am getting sick of hearing about all the blacks that suffered. What are they saying? White people suffered as well. Are we even watching the same footage as these racist blacks are?
I always thought that Colin Powell was one of those overrated media creations. His performance as Secretary of State was not inspiring. Rice is so much better.
Plus, he was rolled by the French twice at the UN. How does that happen.
He always appeared listless and tired to me. That's what happens, I guess, when you'll get a positive review from the media no matter how poor your performance.
He's 100% right about this and its the mayor who, more than anyone, should have realized this about his own people.
It's on the record, it's not debatable, it is a fact.
As of August 28th, the City Of New Orleans had no authority to use those buses (until its emergency declaration), and of course no drivers.
Declaring an emergency is part of the emegergency plan. The City and State emergency plan had City and School busses being used to remove it's poor residence. It's a fact and it's in the plan. I have it if you would like to read it. The fact that they were late in declaring the emergency doesn't mean the busses weren't supposed to be used.
I have a feeling the Orleans Parish School Boards approval is not needed. Certainly the mayor and governor had the authority at any time to commandeer those vehicles for emergency use. And any number of National Guard troops could have driven those busses if the Governor would have called them up in a timely manner (i.e. before the hurricane).
That doesn't jibe with the June 9 Shool Board minutes, in which they discussed negotiations to allow the City to use school buses in its hurricane evac plan, including legal indemnification of the School Board.
The City was participating in those negotiations.
Now, why would such negotiations be happening if there was no legal reason to do so? That doesn't make any sense.

Of course it makes sense. It's called a "plan". Schools around the country are considered emergency shelters. I'm sure the school board wants to be indemnified in that case too, but they can't stop the use of the public building for emergencies.
Working out the logistical plan of how the busses are pressed into service is part of the emergency plan. These are government owned vehicles and in an emergency they can be used. The use of the busses is specifically called for in the evacuation plan of New Orleans.
It's all about ME,ME,ME,ME,ME, and then ME.
