The publicity will help them. And hurt both the Navy and its mission.
Isnt it part of the mission and the training to be able to make independent decisions and act on them, depending on the circumstances.
If I were the pilots, and the Navy came down too hard would simply tell the Navy to shove it where the sun dont shine.
Go to work for some TV or radio station flying traffic choppers and making a LOT more money.

In Top Gun, Maverick totally got chewed out for being at bad altitude. He thought he might have caused his buddy's death, in fact. (He didn't, it turned out, but we didn't know that right away.)
You gotta stick to orders. Sure- push the envelope, but no loose cannons!
