I can't even begin to speculate why some do this. Can't be because they're poor - most poor folk are good people. Can't be because he's black (I'm assuming that since NOLA is largely black) - because most black people don't do this. Can't be a broken home issue - most from broken homes wouldn't think of this. I just cant comprehend what goes into the decision of "lets shoot at rescue helicopters"

I'm curious what they were heard saying, when the government agent said he heard the men "talking about the shooting." If it was "aw man, I missed, rats!" then lock him up and lose the key. If it was "I tried to get him to notice me so I wouldn't die in this @@$#&#^!! flood" then convict him of... Being In A Flood While Stupid? I don't have a lot of blame for people trying to survive.

A distant relative of mine was down there last week flying a rescue helicopter. He said he was shot at so many times he felt as if he were back in Vietnam.
That's too kind. Indians used to smear prisoners with honey and chaim them to ant hills. I've heard there are a lot of hungry fire ants on the loose.
Make his punishment to help in the hurricane recovery efforts. Make him retrieve the dead bodies. Make him work until he can't stand anymore like those who are working so hard to help the others. Oh and yes, no food or water either. He can feel just like those whose rescue was hampered becuse he and his thug, low down, no good friends were shooting at rescue trucks, cars, fire trucks and helicopters.
Make him pick up the dead bodies! It's fitting for trash like him.

You're right, trying to attract attention for rescue is another possible explanation. Guess my assumptions have turned negative since watching looting of non-lifesustaining material.
Oh, I heartily recommend it! Drop him off in Texarcana and make him drive to El Paso in a Volvo with a big bumper sticker that reads:
