Forgive me if this is posted within a thread, the threads are overwhelmingly long =)

I thought I read in a FR hurricane thread that President Bush could not intervene before the local and state goverment, legally.

Is this fact?

Of that I'm not sure of. But what I am sure of is the the state & local government is the first line of defense, and in NO case they failed miserably!

Yes. Invoking National Guard is first a governor's prerogative. The governor did so on Thursday, I believe the records will show.

There are some things he can do, but by and large the state and local govts have to do several *specific* things to get max Federal aid and assistance.

And the LA Governette STILL hasn't done that. She's quivering in a corner sniffling, eating Rocky Road ice cream and crying about what's on Oxygen.
