Oh yes, and let me add to that list: locate sites for shelters that weren't under water or destroyed by the hurricane, line up enough buses from every place imaginable to get the people out, make sure there is FUEL for those buses, get emergency services started, try to do something about the levee breaches, arrange for pumping the water out of the city after the breaches are fixed, tell the Salvation Army and the Red Cross where they can begin setting up, get the trucks loaded and headed off to the newly located shelter sites, and on top of all that try to locate the mayor who has disappeared and the governor who is so busy appearing on various TV programs that she can't be bothered to call up the Guard.

My (granted somewhat limited) knowledge of emergency command and control centers for emergencies is that they are usually equipped with emergency power as well as access to media coverage (i.e., TVs). If a TV screen somewhere in the room has a picture of people on an overpass, that could be easily recognized. Not to mention the fact that there was at least one policeman aimlessly wandering on the bridge who could have alerted his superiors. If the command and control centers weren't properly equipped and staffed, I'd lay that at the feet of the governor and mayor, not the media, and I offer the same opinion for the lack of emergency planning before the hurricane.
