I agree. The state failed not the feds. Bush declared it a disaster days before so that funding was available.

One failure whose 'ownership' I'm curious about: the decision to tell people who supposedly could not evacuate (BTW, when did public transport stop running?) to congregate at the Superdome.

Identifying a single place like that for the whole city to focus on practically guaranteed overcrowding and unrest. Why not simply specify which regions of the city were above sea/lake level and thus unlikely to flood?
