"I've been listening all afternoon to an online relay of NOPD scanner. They speak to each other in "north" and "west" GPS coordinates only. They say things like "two male, one elderly" "two females/one male, one dog" because they're describing the rooftop occupants. Then, I guess there must be faster pluck'em choppers, and then medical rescue choppers, which clearly take longer. The scanner has also been discussing an oil leak somewhere that's been ongoing for hours."
I was listening in the wee morning hours and heard about a chemical leak that everyone was being ordered to stay a mile away from. Another call in which an officer was at what sounded like a senior's home. Apparently, he had stumbled onto a job that was bigger than he could handle. It sounded like there was at least 50 people in the building, with nearly half in wheelchairs and unable to get out and be loaded onto the buses that were on the way. The last call I heard before taking a much needed power nap was about 2 officers surrounded and in need of assistance...I never heard the end of that call, it was going on for a bit and there was some confusion as to whether they were surrounded by people or water.
Witt was never happy that FEMA was put under the HS umbrella.

Here's what gets me about Jesse Jackson bringing buses to England Airpark and demanding that the refugees (whether Jesse likes that word or not, sorry, it's what the people call themselves because I've heard them do it) be there. This article states that the plan was already in place, but the barracks aren't exactly habitable, to quote:
"Jon Grafton, authority executive director, had said Friday that the authority has approached the Federal Emergency Management Agency about upgrading the barracks to use for housing refugees from natural disasters such as a hurricane, but never got a response. He said the buildings have toxic mold, asbestos, nonworking heating and air conditioning systems and are generally uninhabitable."
Likewise, an Alexandria housing project called Wooddale Park is also under consideration for refugee housing. Why is it available? Because they deemed the complex uninhabitable for Alexandria residents due to asbestos.
Again, I don't understand why Jesse Jackson targeted Rapides Parish for his demands for "family-friendly, livable" housing. We're already doing all we can!

If you are listening to the online scanners, you arent hearing NOPD.
You are hearing the State Trunking system, which includes State Patrol, National Guard, the EOCs etc.
NOPD is now operating on FEMA 1 and 2....which was a radio system delivered and installed for them. These are the frequencies that police responders in the city from other states will also be on.
