Their leaders have a clue. They're giving us oil and gasoline so they can get the food they need ( we need to clear the MS Rvr so food shipments can get out)
Remember, Europe pays people not to make food, and they import more than they grow.

11:30 A.M. - MINNEAPOLIS (AP): Thousands of refugees from Hurricane Katrina could soon be arriving in Minnesota, where people may be asked to open their homes to victims of the devastating storm.
Gov. Tim Pawlenty announced Saturday on WCCO-AM that Minnesota has been asked by the Federal Emergency Management Agency to house up to 5,000 people displaced by the hurricane that ravaged the Gulf Coast.
The refugees could begin arriving in a "matter of days," Pawlenty said.
Pawlenty said the state is looking at National Guard armories and perhaps Camp Ripley in central Minnesota as an initial receiving station. Part of the plan might involve Minnesotans opening their homes to hurricane refugees, he said.
Pawlenty said Minnesota is happy to help.
"This is a national tragedy, and it really requires a national response," he said.
I have a few thoughts on this. I think the gulf and Lake P can handle all the polution from this mess without a real environmental disaster.
On the other hand, keeping a large non-moving area of water that is contaminated with feces, dead and decaying bodies, and other crud will be totally devastating. Mosquito born illnesses will certainly be on the rise.
Not to mention the stench that must be coming from that stagnant water.

I think we should give the rebuilding job to the Corps Of Engineers. What they build will be very ugly and very expensive, but it'll be complete in six months, work very, very well, and will be about 50' above sea level.
Oh, did I mention that it would also last about 100 years before it needs maintenance? :)
If there are, per your post, 5,000 at the dome, 25,000 at the convention center, and according to other reports, 35,000 that have already been evac'ed from the dome and other areas, we have pulled a total of 65,000 people out of New Orleans.
Louisiana officials admitted that 100,000 were left in the city when the storm went through. At the other end of the probability window, the most pessimistic report I have seen was that 430,000 out of 1.2 million obeyed the mandatory evac order, which would mean that 770,000 stayed behind.
If my math is still any good, that means that currently, we have somewhere between 35,000 and 705,000 souls unaccounted for.

NAS Dallas is not usable for that purpose at the current time, alas. The City took it over and it's now a giant salvage yard of broken city equipment. It would take a week or more to clear. The other problem is that Voight has the other half of the field - and they make bombs there.
No local governing board were in charge of maintaining their own area...Given money to do so and not regulated.
Elaine Chao on Fox just said that there will be 10,000 jobs just for the clean-up phase...
Let's hope they go to Americans that have lost their jobs, due to this...and NOT illegals!!!
Of course, that is just the clean-up...then there will be road work, construction, restaurants, ---gosh, you name it..and there will be a need for it in those three states.

Okay. I don't know how the politics worked. But I do know I've been hearing reports on the Corp of Engineers regards the levys on New Orleans television since the 60s.
The breached levees were under local control. They were built by the COE, but the locals were responsible for them (especially since they didn't want to pay the matching funds needed to keep the COE involved).
That said, the levees that broke were not the incomplete or ill maintained ones - they were relatively new and were not slated for work anytime soon.
Watching live feed, The area at I10 and the causeway looks deserted. I guess they got all those people out there. :)
