Some kind of policy regarding animals other than just ignoring them needs to formulated. New Orleans is in the shape it is in now because adequate planning was not in place BEFORE the disaster struck.
Animals that are dealt with now, whether they are rescued or euthanized, will not become rabid disease spreading predators next week. When people who are in the area two weeks from now start having to dodge crazed cats and dogs who hamper relief efforts the public will start asking why they didn't deal with it earlier.
