It would be pretty hard to do that. Even in china, there are still large numbers of people getting around the censors.

It wouldn't be that hard. Go after the big ISP's then hit up the telecoms (for dsl) and the cable companies (for cable) and have them filter traffic. OF course, as you already mentioned with regards to the folks in China, smaller networks will pop up that would be virtually impossible to filter, but a new alphabet agency IWWWA (Internet and world wide web agency) will be formed to find hidden networks and people actively trying to break the fire wall to crack down on violators.
