"Train tracks are out. Many of the roads are out. Airport barely open." Early on, they were trying to get to folks via flat-bottom boats, but were encountering too much debris in the water..big debris like chunks of concrete bridges.

Can't use the trains now...they should have used them to evacuate people the day before the storm. Tracks have to be inspected and bridges recertified before I'd let a person go on them.
