Just my opinion here, I don't believe that you stand by and watch fellow Americans die for fear there may be a stampede if indeed supplies were dropped. The supplies could have been dropped a distance away from the crowds. Had they done this in the first two days, the desperation would not have been as great as it is today and this would be a mute point. There are NO excuses for the lack of supplies having been made available to these folks.
