Individuals should have invested in axes, tarp and rope to chop, climb, and raft their way onto and off their roofs with shade, boats/rafts, bugout kits containing potable water/filtration and food (12,000+ Kcal) with first aid supplies, dry clothes and a weapon for self-defense (snakeshot and hollowpoints) in a whitewater "dry bag". Who the HELLo would not? The kit costs less than $50 + the handgun. A high-tech water filter bottle costs $40 able to filter up to 200 gallons of potable water. The "leaders" of NO have had 40 years of bickering about whether or not to protect NO against the possibility of a Cat 5 hurricane (to increase the present cat 3 levy protection to cat 5) - and failed to bite the bullet to protect the city. So the residents, and the entire nation, caught the bullet.

Our national leadership is following the same course with respect to "terrorism".
