You really need to get a clue before you start talking. Only a moron thinks a city of 1.4 million can be evacuated in 48 hours. You are going to load up the buses and get the other 4 - 500,000 out? Do the math braintrust.

Actualy 1 million WAS ecacuated in 24 hrs, so 1,4 million COULD be evacuated in 60 hrs (that exactly how much time they had).
