The problem is, is that the people still there are largely the shut-in types or close to it.
Blind, Handicapped, elderly, mentally disabled, insane, drug addicts, etc and/or people taking care of people with such problems.
The bulk of the non-attached "fit" people who could clamer aboard a railcar have largely hoofed it out of town (or clamered abord railcars).
Obviously there are exceptions, but that's the bulk.
That is it....
If you've never evac'd with someone in poor health or limited mobility or whatever...you don't have a clue.
If you've never loaded bus after bus after bus, hand carrying on non-ambulatory person after person, you don't have any idea how long it takes just to load one bus....
Or how physically exhausting it is.
