I have a Safariland Level 3 vest made of Kevlar. My neighbor was aa NYC police officer and he had a Level 2A vest. I was wondering if police department budget constraints only allowed the purchase of the lower level vest?

Can't say about other agencies but mine paid for my IIIA. I got a IIIA ordered and they shipped a IIA. I crapped on them until they made ABA ship what we paid for. Then I kept the steel trauma plate and now use the steel one in front of the kevlar one. That way I can keep my card from the union detailing my "rights while being questioned" safe. Gotta survive the gunfight before I can survive the administrative assasination attempts.
