BTW, it can't be determined that the containers wouldn't explode. They very well could. For one, a bulkhead fitting could break off (as has happened) and the container would become a missile capable of killing. Or, the container could split, (as has happened) throwing shrapnel into the bodies of bystanders. There are two of a countless number of ways that a pressurized container could injure bystanders.
