I guess under the
"Herndon Rules", if you suspect a crime, you cannot ask about it for sure. Accordingly, if a streetwalker peddles her wares across the street from the 7-Eleven where 150 illegals ply their own trade, a patrol car can't side up next to Miss Kitty and ask her if she is 'walking the streets'? Why, that would be unconstitutional and you cannot inquire about people's work particulars nor forbid them the right assembly!
