A bit quick for that. FoxNews reported that Volcker only recommended that Sevan lose his diplomatic immunity less than an hour ago (at least if the time-stamp on the appropriate thread is right).
Procedurally, you are exactly correct, but I think it's not a bad thing to ask the question as to whether those who are higher up are attempting to cut their losses by releasing lesser officials in the scandal.
It's possible that the thinking is that this would appease Bolton and provide some cover. "See, we are really committed as you are to cleaning up the UN. Now can we talk about more US money?"
:) Sometimes appeasement actually can work in the favor of the US.
