Computers with Microsoft Corp.'s Windows operating systems would need to obtain updates.

Since I get one about twice a month, I doubt I'll notice an additional one.

Or you could adjust the time yourself the next day.

When I was a kid, we had to do that. Turn the clocks forward and backward manually that is.

Win98 likely won't get one, and don't be too surpised if
Win2K doesn't either, which means users (who notice) will
need to manually make adjustments on both the old and new
DST dates.

I support switching to UTC, period, and let local
establishments set their schedules as they see fit.

Damn. I thought we had 8000 years before we would face another Y*K problem. Well, better stock up on batteries, ammunition and potable water again.
