Before you jump and say he has the right to appoint during recess, yes, but I think it was intended to be an emergent use only, not an excuse to appoint people who would otherwise not be approved.

Failure of leadership in working with elected representatives. And, of course, the ever-popular (with the B.F.E.E.) ANTI-democracy. Fine, have the two faces (Shrub and BOLTON) plastered all over the place: They ARE what they are about.
So, Clinton was a failure and a dictator...hmm.
