Hiring illegals instead of teens

The uncomfortable reality, as Andrew Sum sees it, is that there's a direct link between the steep national decline in teen employment rates and the growing practice of businesses hiring illegal immigrants and paying them off the books.

Sum is the director of the Center for Labor Market Studies at Northeastern University and lead author of a widely cited nationwide study projecting teen employment will continue to fall, with a drop to 36.7 percent this summer from 45 percent in 2000. That puts it at or near its lowest level since the data series began in 1948, despite a strengthening economy and improving overall labor market.

"The immigrant increase in employment is overwhelming. Every net new job created is taken by an immigrant. I know that's shocking, but that's the truth," Sum said offering his sober assessment. "It happened in Massachusetts and New York in the 1990s, and now its happening in the country as a whole."

That's not to say the sole reason teens are getting squeezed out is that businesses are breaking the rules, going underground and hiring unskilled immigrant labor.

It's always been the case that some high school kids might not get work because they are lazy, lack initiative, face racism, need contacts, don't have a car or can afford to do something else because they have rich parents.

But what has Sum particularly intrigued and concerned is the undeniable evidence that more American businesses are opting to expand profits and remain competitive by hiring low-cost undocumented workers instead of paying taxes, workers' compensation and even rudimentary health benefits for legal workers. "I haven't seen anything like this in 25 years," Sum said.

Every illegal alien captured should be flown to the capital city of his or her country of origin. The bill should be applied towards any debt owed by the U.S. to that country. If there is no debt then the money should be deducted from the amount we pay in international support for that country.

I think the fact that teens cannot get the typical high-school jobs that were always available in the past has an extremely negative effect on our society.

When I was a teenager I worked on a dairy farm during the summers. In 1982 $5 an hour was good money for a highschool kid. After the first summer I started working year round before school feeding calves. I bought, licensed, and insured my first car on my own that way.

Yep, not much of that going on, is there?
Of course, it's kind of funny when you think about it. Legally, if some kid mows your lawn, you and he are supposed to adhere to a number of federal & IRS regulations. As a practical matter, it would be difficult for a kid to mow your lawn without regulations being violated.

I realize that's not what you meant, and if I were 15 again, it wouldn't stop me. Just thought I'd point out that the DIMs are the first to claim businesses are screwing teenagers, while at the same time the DIMs are the proponents of rules that make it difficult for teens.

Tell you what - I have 3 very able-bodied kids aged 18-24 who go out each day to see if there are any job openings available (including where I work, even!).

It's been like this now for a while now - and I'm beginning to wonder if the color of their skin is wrong and/or maybe it's because they're clean-cut & speak only English.

They're starting to wonder....so am I.

Of course! No benefits, low wages...not even workers' comp if one gets injured.

On my drive to work every day you can see them lining the road literally by the dozens - you'd think there's a parade going on or something. And they're waving to all the trucks & vans, hoping & begging that someone will choose them.

You ever see them when a vehicle stops? It's like watching a pile of ants on a bit of food dropped on the ground - these people swarm. It's kind of scary.

I don't believe for a second that any of them are legal citizens of this country.

That mindset has sure made the prices higher for folks like me who hire GCs to build projects and insist on legal all the way....if you have a lot of brick or block or landscaping, you can count on 25-50% higher than if you give the bid to some pendejo mondan chupando sub contractor.

Totally legit subs in those areas are in great demand by developers with ethics.

I would disagree. Most parents want to see their kids develop a solid work ethic. Unfortunately there are not many job opportunities for them. Employers who hire illegals are so emboldened that they even CHEAT the kids that are legal. My daughter's friend worked for a Denny's earlier this year that never paid her on time and then acted like she was never employed by them when she went for her final check! She is a shy girl and was definitely intimidated by the management. BTW... her Mom is quite well-educated, has a good professional job and belives that her kids need to learn to make their way in the world.
