I didn't think the cops carried guns. That's a common miscondeption. The specialists carry guns but the regular cops aren't issued with them.

They don't, but they have access to guns in short order. As in cars in the area.
Also, they have security personal who do have guns.
The police have blocked off all streets in the areas.

Yea, well when you take the guns out of the hands of the law-abiding, the ciminal element becomes that much more ferocious.
Things have changed and they carry side arms now.
