In Louisiana there is a program called 'Forensic Aftercare'. In this program those whose 'irreversible incompetence' has been demonstrated to be not so irreversible are sent from Jackson State Hospital to group houses or half way houses in New Orleans and if they don't screw up eventually are set up in 'independent living' arrangements. The 'clients' as they are styled have to make weekly meetings at the FAC office in New Orleans and have treatment plans run by a MD and monitored by social workers. In spite of the program being run from Jackson by a classic bleeding heart liberal and much of the staff being the usual goofy types found in mental health programs FAC seems to have worked to the degree that none of the murderers or rapists in its ranks have not recidivated, yet anyway.
So this nut may one day be walking the streets of the Crescent City wearing his towel turban and carry (a hopefully empty) piece of PVC pipe.
