Has to be. Karl knew, especially after the Dubin debacle, they'd be combing through every sentence of every speech given by a Republican looking for the smallest slight.
Rove has to do these sneaky things so as to fool the MSM into covering it as well.

Isn't it amazing how fast so many Dems found microphones into which they expressed their OUTrage today! Kerry even went to the floor of the Senate! Shock! Shock!
Also isn't it amazing how quickly the little 5 minute radio newscasts every half hour had the soundbites of Hillary, Kerry, Pelosi, etc.
Last week there was dead silence on Durbin's remarks during these same "impartial" newscasts.
