If Amendment had been adopted before 2000:
- California would have 6 fewer seats in U.S. House of Representatives
- New York, Florida, Texas would have 1 fewer seat
- Michigan, Indiana, Kentucky, Mississippi, Montana, Oklahoma, Pennsylvania, Wisconsin, Utah would have 1 additional seat
I had no idea illegal residents were skewing our federal representation. Once upon a time we started a war because of
"Taxation without Representation" -- now, in a horifying twist of fate, we have allowed
"Representation without Taxation" into the governing bodies of our nation. I'm livid. More citizens need to become aware of this!

Why not just do it based on registered voters? The left would not have a leg to stand on in such a case, and it would give the congresscritters an incentive to try and get more people registered.

Let's have a compromise.
Just count illegal immigrants as three-fifths (3/5) of a person for the purposes of allocating congressional seats.
After all, there is a precedent ... that the Democrats agreed to.
