Other news reports say McGreevey intervened shortly after he was inaugurated in 2002 to make sure Cipel never had to face a routine New Jersey State Police check that was de rigeur for high-level state aides.

Later, Federal Homeland Security officials refused to share data with Cipel because he was not an American citizen.

In September 2004, news organs reported that McGreevey administration officials in early 2002 demanding high-ranking National Guard and State Police officials share security information with Cipel and take him on tours of vulnerable security locations---extremely vulnerable in the days after the 911 WTC bombing.

The security sites visited by Cipel have since been replaced, officials said.
