"The President shall be Commander in Chief of the Army...and of the Militia...

True, the President is the CIC of the Army, but you really need more:

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States,

'The militia of the several states'. Gee, I wonder why they wrote it that way?

Maybe because: Article I Section 8 - Powers of Congress
P (12)
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

So the army was only supposed to be funded 2 years at a time.

P (15)
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

The MILITIA was supposed to be the only 'stranding army'

P (17)
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;

___________________________________________________________________________________

The original intent was that the jurisdiction of the United States extended ONLY to Washington D.C. and military bases.

The ONLY long term military power given to the United States government was to maintain a NAVY (Article I Section *, Paragraph 13)

I basically left out the Navy. Didn't think it was under discussion. Sorry.

I wonder why they wrote it that way?

The way I read it, they wrote it that way to include and allow for the existence of an Army (and a Navy, won't make that mistake again) and the state militias. OK, cool so far...

So the army was only supposed to be funded 2 years at a time.

And the Army is actually funded one year at a time, so we're exceeding the standard. Glad we're on the same page.

The MILITIA was supposed to be the only 'stranding (sic) army'

I don't see that in paragraph 15, which is a list of uses for which Congress can employ the militia.

The original intent was that the jurisdiction of the United States extended ONLY to Washington D.C. and military bases.

Small correction, per the cited paragraph.

The original intent was that the jurisdiction of the Congress in exclusive legislation extended ONLY to Washington D.C. and military bases.

I think we're mostly in agreement tho.
