The crews. Americans make good sailors, chinese don't.
Chinese might be smart to hire Vietnamese to crew their subs -- that would work better than Chinese.

If Clinton was in office, we would be helping the Chinese fix/perfect their submarine program - just like we did for thier missile program. We would be authorizing American contractors to transfer technology and participate in testing.
