When the President gained the overwhelming approval of the Congress Ummm...when did this happen? The President did not seek a declaration of war from Congress.

It's called "The War Powers Act" It's the Senate's way of avoiding what they are charged to do. The President made his case for war and the Senate debated the issue and voted. Call it whatever you want, but Congress overwhelmingly approved of going to war with Iraq. I understand that this doesn't fit with your agenda, but the facts still remain
