Now there are total of 39 F-117's in S. Korea. They also deployed many B-2's in Guam(I forgot how many.) A quiet incremental deployment. Not a good news to Chia Fruit.

Actually would you believe whatever we saw in the press. Odds are they are there, but the number is confidential. Same as I doubt we know how many F-117s are in SK.
To add to the tinfoil effect, the USAF deployed F-15Es to Guam 2 weeks ago. And the USN is upgrading the Aegis presence in Japan by two ships. (one ship being replaced was an Aegis cruiser, the Vincennes but it did not have VLS) China, be careful.

Short of a quarantine (to search NK shipping) there's nothing we can do.

Do we really want to be informing North Korea as to what forces we have in the region?

I would think that the US would be better served in the region if we didn't expound on this.
